Position Summary
The Human Resources Officer owns day to day administration for the employee lifecycle. The scope includes pre hire coordination, onboarding and induction, contract preparation, records management in HRIS and shared repositories, insurance and ARBO coordination, change management during employment, and structured offboarding. The role is the first point of contact for HR queries at headquarters and a partner to payroll, recruitment, and line managers. This is a detail focused position that requires clear communication, discretion, and consistent follow through.
Key Responsibilities
One Employee Lifecycle Management
- Coordinate pre hire checks, offer issuance, and contract drafting.
- Plan and deliver structured onboarding and induction with welcome sessions and department introductions.
- Support international arrivals with relocation guidance that may include visa steps, accommodation search, health registration, banking, and municipal registration.
- Maintain complete and accurate personnel records in HRIS, SharePoint, and secure files, with strict confidentiality.
- Manage changes during employment including extensions, amendments, promotions, relocations, and secondments.
- Lead offboarding with checklists, asset recovery, access deactivation, deregistration from insurance, and exit feedback collection.
- Prepare reports and data summaries for management decisions and compliance reporting.
Two Immigration and Visa Administration
- Coordinate with external experts for visa and immigration processes including MVV, Highly Skilled Migrant applications, thirty percent ruling requests, IND registration, and BSN numbers.
- Track timelines and documentation, keep staff informed, and maintain up to date case files.
Three Health Insurance and ARBO Coordination
- Enrol and deregister staff with ONVZ in line with Dutch legislation and internal policy.
- Reconcile invoices each month and quarter and liaise with payroll on reimbursements or adjustments.
- Notify staff about insurance changes, premium updates, and final settlements at exit.
- Support well being and workplace safety activities in partnership with ARBO services.
Four HR Operations and Systems
- Keep organisational charts, templates, and policy documents current and accessible.
- Draft employment confirmations, salary certificates, and other formal correspondence.
- Raise purchase requests and maintain notes to file where required by policy.
- Provide coverage for recruitment or payroll activities during staff absence, showing flexibility and teamwork.
Candidate Profile
Essential Requirements
- Minimum two years of experience in HR administration or people operations.
- Proficiency in English with Dutch at B1 level or higher.
- Familiarity with Dutch labour law and HR compliance or motivation to learn quickly.
- Practical experience with HR databases, HRIS, and Excel based reporting.
- Bachelor degree in Human Resources, Business Administration, or a related field.
- Legal right to live and work in the Netherlands.

Terms and Conditions
Contract type is fixed term and renewable subject to performance and organisational need. The duty station is The Hague with an on site work arrangement. Salary is €4,800 gross per month and includes eight percent vacation pay. Leave accrues at two and a half days per month. A basic ONVZ health insurance plan is provided. Pension and transport benefits are not provided.
