About the Open Government Partnership and the PDA programme
The Open Government Partnership is a global platform that unites reform-minded public officials and civil society leaders to promote transparency, citizen participation, anti-corruption, and innovation in governance. With support from the European Union, OGP is implementing the Partnership for Democracy and Accountability. Role overview
The Consultant will strengthen day-to-day programme delivery, ensure rigorous EU compliance, and help position OGP for future EU funding aligned with open government priorities. The role requires strong coordination across OGP global and country teams and close collaboration with partners and finance colleagues. Prior experience with EU grants, preferably under DG INTPA or similar frameworks, is essential.
Scope of work and responsibilities
1) Programme implementation support (approximately 50 percent)
- Coordinate with the Programme Manager and country teams to deliver activities against work plans, milestones, and EU contractual requirements
- Track progress, risks, and deliverables and prepare inputs for narrative and financial reporting
- Support organisation of learning events, technical workshops, missions, and peer exchanges
- Help manage and monitor sub-grants, including initial quality review of partner deliverables and reports
2) EU grants management and compliance (approximately 20 percent)
- Ensure compliance with EU rules on procurement, contracting, sub-granting, branding, visibility, and audits
- Maintain thorough documentation of expenditures, deliverables, and outputs with programme and finance teams
- Review public communications and event materials for EU visibility requirements
- Provide guidance and light training to staff and partners on EU reporting and audit standards
3) Strategic resource development (approximately 30 percent)
- Map EU thematic and geographic funding priorities relevant to open government and accountability
- Draft concept notes, full proposals, budgets, and donor briefings in coordination with OGP leadership
- Support donor engagement with EU stakeholders and contribute to sustainable funding models for PDA

- Strategic inputs for at least two EU concept notes or proposals
- Documented compliance and visibility checks on events, communications, and partner outputs
- Contributions to annual programme narrative and financial reports
- Inputs to quarterly PDA bulletins and progress updates
- Coordination support for a minimum of three cross-programme learning or planning events
- Advisory and logistics support for priority missions, workshops, and exchanges
Consultant profile and qualifications
Required
- 5 to 7 years of professional experience in programme coordination or delivery
- At least 4 years working on EU-funded programmes, ideally under DG INTPA or similar mechanisms
- Demonstrated experience with multi-country implementation, donor reporting, and grant compliance
- Ability to coordinate across diverse teams and meet tight deadlines with high quality standards
- Excellent writing and analytical skills for donor reports and proposals
- Familiarity with governance themes such as transparency, civic space, inclusion, service delivery, and accountability
- Fluency in English
